Short answer: run the command kpsewhich texmf.cnf The file referenced  
by this command is the one you need to modify.

Longer answer: you could have figured that out yourself by reading / 
usr/local/teTeX/share/texmf.gwtex/README.howtexfindsfiles.txt

If all else fails, read the documentation.
