You need cont-tmf.zip and cont-win.zip (binary for texmfstart). I don't remember when the change with "texmfstart" has happened, but if you don't have that yet, the folder texmf-mswin from mswincontext might be worth updating as well. It might contain slightly newer binaries, but if you don't care about that, copying the content of texm-local/scripts/stubs/win (from cont-tmf.zip) should do.
