The following works correctly for me:

\setupoutput[pdf]
\starttext
\placetable[][tab1]{bla}{
  \bTABLE
        \bTR\bTD firstbla\eTD\eTR
  \eTABLE}
\placetable[][tab2]{bla}{
  \bTABLE
        \bTR\bTD secondbla\eTD\eTR
  \eTABLE}
\stoptext
