There should not be a problem with the [criterium=all]. If there is, then it is a bug that I should fix. Otherwise, it is behaving as I would have expected. The problem is that 'numbered' format needs the list to be typeset for the references to be valid, but at the same time localized publication lists only typeset locally referenced citations.
