In version 2008.06.11, \setcharacterspacing[frenchpunctuation] is no more
working. Here a test file:
% engine=luatex
\starttext
test: oeps {\setcharacterspacing[frenchpunctuation]x: xx \bfd x: xx} oeps: test
\stoptext
