Can be a problem of mkiv,
it does not work even with
\stopcolumns
\placetable[top][t-1020]{Intersystem Travel Times}{\getbuffer[ta-1020]}

\startcolumns
\dorecurse{2}{\input zapf}
\dorecurse{2}{\input tufte}
\dorecurse{2}{\input zapf}
\dorecurse{2}{\input tufte}
\stopcolumns

\stoptext


It works in mkii with
# texexec floats.tex
