Sorry. I thought the problem showed up in old Windows, not in the new one. I can confirm that the binaries fail to run on 64-bit Windows 7. LuaTeX and other binaries (from Akira) run just fine. But context.exe seems to be 16-bit binary, not 32-bit. At least this is what the error report says.
