Indeed. MkII and MkIV behave differently with \completecontent.

\completecontent
\completepublications
\stoptext

Gives references in the TOC with MkIV but not with MkII.

To get references in the TOC with MkII, you can use

\chapter{References}
\placepublications[criterium=all]
