I didn't test, but creating your own version of texmfcnf.lua inside texmf-local/web2c might help, though I didn't test it (it might be a chicken-and-egg problem to locate that lua file, but texmf-local should work; if it doesn't, one should better fix it). I'm working on someone else's computer and don't find it too comfortable to test anything from here (I'm not even able to type on qwerz any more). I see there were many other error reports in the last few days as well ...
