I've found that mostly [here,force] will do the trick, but sometimes a judiciously placed \page helps, too. That is a bit of cheap and sleazy way of doing it and I only do that in the final round of layouting, but works for me. I think the 'real' way would be using layers, but haven't gotten as far as to teaching myself *that*. See http://wiki.contextgarden.net/Layers for more information.
