Yes. But if I understand TeX right, then there will be only 2 possibilities:

1.)

\asciimode \catcode`\%   = \othercatcode

\footnote{bla \hyphenatedurl{www.%.com} bla bla}

\stoptext

If we can agree that asciimode also makes % a characters I can add that preset. In that case one should mark comments differently, although when one wants % to be % comments are not in the picture anyway.
