\definefiguresymbol[bell][bell][height=2ex]

\define\bell{\externalfigure[bell][height=2ex]}

Why do you need a command, symbols are the perfect tool for this
and with a symbol you can even do this:

\startitemize[bell]
\item One
\item Two
\item Three
\stopitemize
