In MkIV \startproperty is obsolete and you should use \startviewerlayer:

\definelayer
  [letterhead]
  [width=\paperwidth,
   height=\paperheight]

\setlayer
  [letterhead]
  [x=1in,
   y=0.5in]
  {\startviewerlayer[letterhead]%
   LetterHeadMark
