Shorter example:

\starttext
Foo
\startTEXpage [height=21cm, width=40cm]
\stopTEXpage
Bar
\stoptext

When the width of the TeXpage is larger than the preceding
page the following  pages also get larger,  a smaller size
works. I don't thing this behaviour is intended.
