I tested a bit and it seems that
\doifolderversionelse\contextversion
is not too reliable. If I test with TeX Live (2011.05.18) then the following
\doifolderversionelse\contextversion{2011.05.31}{older}{newer}
returns "older" no matter what day in May I chose.
