How can I create a new layer with the letter module?
I've tried this, but it does not work:

\defineletterlayer[test]
\defineletterelement[layer][test][default]{NEW LAYER}
\setupletterlayer[test][alternative=default, x=3cm, y=3cm, state=start]
\startletter
Where is the \quote{NEW LAYER}?
\stopletter
