This is an excellent idea. I am assuming that you are aware of the earlier effort:

In particular the test repository:

The test repository started around six years ago after discussions at the first ConTeXt meeting, but lost momentum after a few years. It does have a more extensive set of test cases, and a script to compare PDF files. It may be worthwhile to merge the two repos.

Ideally such a test suite should be run periodically on a server and it can send an email to a list if one of the tests fails.
