hm, have you seen the file setuptex.bat in the tex folder ?
You have to call it before to start using context.
I have run the setuptex.bat just before running context, but the problem still
:-(
Just to make sure, are you following the following procedure:
1. Open cmd prompt.
2. run "C:\path-to-context\setuptex.bat"
3. run "context filename.tex"
