In the simplified example,

\setupitemgroup[itemize][broad]
\setupitemize[itemalign=flushright]
\startitemize[n,repeat]
\item level a
\item level a
\startitemize[n,repeat]
\item level b
\item level b
\startitemize[A][prefix=no]
\item level c
\item level c
\stopitemize
\stopitemize
\stopitemize

“prefix=no” does not work.

I am also puzzled that “repeat” must be entered at the higher levels if it
effectively means “repeat higher-level number at lower levels, to produce
e.g. 1.a.4” (quoting the wiki).
