You should see (./test-utf8.aux)"OOOOOOOOOOOOOOOOOOOOOOOO" on the command line and runsystem(echo "OOOOOOOOOOOOOOOOOOOOOOOO")...executed. in the log. So the problem is not in context but in windows.
