You can enable the header with the headerstate key and the footer with the
footerstate key.

\setupmakeup[standard][pagestate=start]

\starttext

\input knuth

\startmakeup[standard]
\input knuth
\stopmakeup

\input knuth

\startmakeup[standard][headerstate=start]
\input knuth
\stopmakeup

\input knuth

\stoptext
