You say that you installed things under D:\context\tex, while all the files seem to come from D:\0_System\software_portable\context\context0\tex I strongly suspect that some symlinks fail to resolve properly. That could be a bug in ConTeXt scripts of course (or a problem in your configuration somewhere), but one of the developers should be able to replicate your setup or you will have to figure out what exactly breaks.
