I see what it does in \startchapter, but it does nothing in \starttitle.
I wonder why the option is displayed.
Title numbers are disabled by default.
\setuphead[title][incrementnumber=yes]
\starttext
\starttitle[ownnumber=?!,title=This is a numbered title]
\stoptitle
\stoptext
