For simple essays, this is sufficient. But see the reply to the list from a few hours ago ("Re: [NTG-context] methods for numbered paragraphs (ii)") and the two dropbox examples. We want to be able to go further, in the spirit of the numbering system used by Ludwig Wittgenstein in the Tractatus.
