I was wrong. Quotes aren’t required.

See minimal example (which works both with handlecsv and scancsv):

    \stopbuffer
    \section{Cities in Germany}
    \doloopif{\cB}{==}{Germany}{\getbuffer}

Contents from "cities.csv" read:

    "Berlin";"Germany"
