In this case, using '##1’ is an easy way.
For more complex table, I may use luacode.
I forgot the obvious \expanded solution:

\starttabulate[|c|]
\dorecurse{9}{\expanded{\NC \recurselevel \NC\NR}}
\stoptabulate
\stoptext
