the new (more flexible and robust) syntax is:

\startinteractionmenu[bottom 1]
\but [LastPage] \labeltext{help} \\
\hfill
\but [SubmitForm{http://localhost.localdomain/cgi-bin/record}] ... \\
\stopinteractionmenu


....

\defineinteractionmenu [bottom 1] [bottom] [state=stop]

\setupinteractionmenu
[bottom, bottom 1]

no need for the bottom 1 in the setup..., since by default it inherits from bottom
