What is the general proposal how to solve the issue with the glyph names?

For the lower parts of the font, probably there is some standard, but also one
can expect problems with the upper parts.
i'm trying something:

unicode0x09.enc with entries like /.c0x0012 and alike but ttf2afm and/or ttf2tfm somehow don't see things in the same way and/or skip ranges and/or mess up things [i spent a good deal searching for scripts and apps and making a few perl script and slowly getting depressed now]
