I can't answer the first question.  The technology is way beyond my
level of understanding.

Hans Hagen explains what it does in the manual ex-gui.pdf.  If you
want a 50 word summary of what it does then eXaMpLe is: a graphical
interface which integrates the editing and processing of XML
documents.

As a bonus, for more conventional TeX documents, eXaMpLe integrates
some of the post-processing tools in the TeX armory, that are so
difficult to set up.
