i assumed that there were two strings, you may try:

  \def\XMLdoctypeS YSTEM {\XMLgrabstring}
  \def\XMLdoctypeP UBLIC {\XMLgrabstring}

  \def\grabXMLstrings
    {\doifnextcharelse>{\gobbleuntil>}{\dowithgrabbedstring\XMLgrabstring}}

How about:

  \defineXMLgrouped [I] \em
  \defineXMLgrouped [B] \bf
