For the basic fonts: they are shipped with the TeX system. For the additional fonts: fontinst (I don't like it very much) afm2tfm (don't rename your files). There are others out there. Siep has once written a replacement for afm2tfm (which I still have to test) and there is autofont. > But at some point the ec.enc file must be read... Only when creating vf's.
