1. Code for --without-zlib option
note that as part of this, there are now two standardized
routines for handling configuration files, checkForInputFile()
and readInputFile()
2. Update textinfo.html lists with current config.h.in and
globals-defines.h data.
3. gd version check
4. Move some pseudo- functions (#defines) from global-defines.h
to globals-core.h
