The recent style changes really messed up the info, textinfo and bug report
pages. So this is an extensive rework of them.

Firefox 1.0
Mozilla 1.7.2 (Fedora Core 2)
Tested (problems as noted)
IE5.5 -- page ignores width= specification
Konqueror 3.2.2 (Fedora Core 2) -- page ignores width= specification
NS6.2 -- notes on info.html are not visible
