If you downloaded the cvs, you get the cvs - which is 3.2 + development. You can try pulling a specific version via the cvs tags, but that doesn't always work. You can download the .tgz source from SourceForge (which s/b what is in the .src.rpm you have).
As for RH7.3, sorry, but we don't test under it. RH9 introduced NPTL (Google for it). For a while, we effectively tested both NPTL and PTHREADS because other distros didn't move, but that's no longer true - all the current distros are NPTL.
