Numerous traffic generators exist that are open source. Depending on CPU and Memory, you should be able to sustain 1gig of traffic, while using small packet sizes. I would google Mgen and D-ITG for starters. They are 2 widely used application & with various controls that you can manipulate.

Using conventional PF_PACKET, I can achieve line rate injection for very large packets, but the rates decrease substantially for smaller packet sizes.
