The early free version of Ntop (v3.89 iirc) worked well on Win XP
running under OpenXtra and installation was quite easy.
However, for some unknown reason, when I tried to re-install
it on a slightly newer Win XP it installed but failed to run
(iirc it was similar to the error you are seeing).
In the end I bought the Windows Ntop v4. This installed and
and ran OK. However, there are several problems which I've
mentioned on this forum but they remain unanswered. In fact,
from what I can tell, there are almost no responses to any
Windows Ntop queries.

Perhaps you have the same dilemma I had. You could purchase
the Windows Ntop v4 release and it will probably work (with
some limitations), or you could try waiting for help here.
Or, run the Linux version, for which help seems to be
readily forthcoming (if thats an option for you).

If you want to try your luck with the free Ntop on Windows
and have not yet tried OpenXtra then you could try it, but
I would not be surprised if it doesn't work. Also, I
believe the original OpenXtra Ntop download has been
removed. Thats why I purchased the official release but
its a little disappointing when it doesn't correctly
distinguish between local and remote ip addresses and can't
be run remotely via an 8Mb/s broadband because of the heavy
reliance on lots of graphics (that alter the very statistics
you're trying to monitor!)
