Victor, You can apply policies to IP addresses as well as IP subnets. Just create a new user, click 'edit', and then select tab 'Members'. You can specify IP addresses (both v4 and v4), valid subnets (e.g., 192.168.2.0/24) and MAC addresses.
MAC addresses have priority over IP addresses. That is, if you have have an host AA:BB:CC:DD:EE:FF with IP 1.2.3.4, and you have created two users that match the MAC and the IP address respectively, the user who will match the host is the one of the MAC address.
