Depends on which version of ntop you are running - there were two bugs that caused it to use 100% of the cpu. From my notes, one was fixed 5Apr2002, the other was sometime around then.
If you're running versions after those, then yes, the P166MMX isn't got enough oomph. But we've talked about that on the list before...
