No & Yes... ntop isn't a snmp enabled monitor like mrtg ntop is rather a traffic monitor with it's own interfaces, which monitors what it sees.
That said, ntop also supports netFlow (Cisco) and sFlow, which allow external monitors (which could be on the router) to send information to an ntop instance. Anticipating the next question, no there isn't a good how to.
