Colin,
wpcap.dll is installed by Winpcap version 2.3  you installed.

Thanks for your simple question that put me back on track. v2.1 built beautifully.
I have one question though. Despite building fine I don't seem to have a copy of wpcap.dll ... where did you get that from ?

Which version of NTop are you trying to build? I built v. 2.1 last week
using MinGW - everything worked as described in build-mingw.txt.
