That's not really a clear question - it can be taken three ways.

IIRC the actual installer is proprietary.  That's basically the value added
by RedHat, Suse, et al - their hardware probe and install routines.  So I
suppose you could write your own that then drove the standard rpm based
routines.

Now if you're looking to build a Linux instance from a collection of RPMs,
check into umlbuilder.  I know it can build a UML instance from the raw RPMs
from the RedHat CDs.  It handles the dependencies and ordering to produce a
disk image for UML booting.

If you're looking to script a RedHat install from the actual RedHat cds,
then I think 'kickstart' is what you want to look for.
