I didn't say it couldn't be used for accounting/billing - there are people using the 2.1.x series with it's sql database for that.
Any post processing you do to the rrd database files would be custom code, so I can't talk to whether it's better or worse for a particular process. ntop's cvs is at 2.1.58pre about to roll to .90, which would be the pre-test for 2.2.
