I don't think it's rejecting all US mail (you are seeing this message, right?), but the University is known for periodically blocking large chunks of IP space, such as major ISPs (12.0.0.0/8 at one point, etc.) Often the block is based on the 1st IP address in the mail headers, so if your ISP gets blocked, even if you try posting through another site it won't go. AFAIK there's no fix. All that's ever worked is to whine directly to Luca who forwards it to the U's sysadmin and it gets removed. Until the next time. However, they recently added a new wrinkle, where by they added a null header (supposedly to control bounces) and while it's legal according to the RFCs, many ISPs don't accept mail FROM: <> - I think that was lifted, at least I'm able to post again from ntopSupport.com vs. having to shift over to my other domains. There was also a huge flood on the 23rd(?) - I guess Luca went through the 'held for moderation' queue. Finally there have been periods where mail seems to be held up for hours at a time. Unfortunately, all of this is 'normal' on the 'net these days. All I can suggest is this - if you send a message and it hasn't appears in an hour or so, check at gmane and see if it went out.
