Could be - there were some changes in the format of those entries around the 3.0 release so that the 'freshness date' actually worked. Could have been some bad & stuck data. Not the problem I would have expected that to cause but who knows?
Deleting the cache CAN NOT hurt and isn't a bad idea... in fact the make install script does delete this automatically.
