Means just what is says - the queue is full.  Addresses which can't be
placed on the queue will be discarded.  ntop continues life just fine,
although some addresses might stay numeric.

This can happen during startup - when there's a huge (temporary) surge of
IPs to resolve.  It can also happen if there are resolution problems, or if
the thread crashed.

In the info.html/textinfo.html reports are more details on resolutions
counts...
