Is there a work-around for the following?

On the barcharts, such as those on the Network Load page, the Y axis
range
starts at the minimum value for whatever was measuered in the chart
window.

The problem with this is that it undermines the ability of the visual
chart
to quickly tell you what the state of your system is. For example, when
using the minimum to set the low end of the Y range, an interval where
the
load varied between 0 and 400kbs, and one where the load varied between
1200
and 1600kbs could look identical even though the latter would be a
heavily
used T1 and the former a lightly loaded one.

If the scaling was instead from 0, then the heavily loaded T1 would show
taller bars in the bar chart and be more intuitive since the bars
heights
would be proportionate to actual usage.

Put another way, the current scheme emphasizes moment to moment
variations,
while charts ranges that start at 0 show actual usage. Longer trends are
less susceptible to this problem because the chance of getting a small
minimum value close to 0 can happen during off peak hours. 

Is there a setting to force the Y-Axis range to fix this?
