I have some sort of artifact appearing in my network load statistics
graph. I'm talking about the red line in the following picture:

According to the key, the red line is supposed to show "upper", but
upper what? I'm using netflow to monitor a 3Mb DSL link so none of
the values should be in the 5.0 M to 8.0 M range at all.
Because of this line the graph is scaled so large that I'm unable to
see any of the real values that I'm actually interested in since
they're usually way below the 1.0 M level.
The other funny thing about the red line is that it shows regular
spikes at about every 7 minutes. What could that possible be from?
Any ideas?
