as Yuri said we're not familiar with NetEqualizer. However with little
hacking is possible to do what you need using ntop.

restricted) IP address as a percentage of the total bandwidth, is
this possible?
I can get lots of stats that show average throughput to top hosts,
etc but nothing that indicates total bandwidth & the percentage used
by my hard-limited IP.
