Simple replacement would be a natural goal.  I don't think it makes
much sense, though, for a beta test implementation, particularly when
the result is that you have two separate packages delivering
conflicting versions of a single file, and thus potentially stomping
all over each other by accident.

Once the project integrates, it can just replace the entries in the
existing packages (removing the old implementation) and deliver that
way.
