Most modern wireless infrastructures, HP, Aruba, Cisco, etc. all have Band Steering capabilities which you can tie to the SSIDs that are broadcasted, etc. Not sure if that's even possible from a GPO standpoint as GPO stuff is typically just registry tweaks.
